Abstract: The government’s management of corporate environmental behavior(CEB) has experienced the patterns of administrative regulation, environmental agreement between government and corporate, and voluntary environmental protection of enterprises. There is still lack of systematic review of which pattern is superior and effective. By using the methods of literature research and logical analysis,this paper gets following deductions:environmental technology innovation is the key intermediary variable which decides the effectiveness of each environmental management pattern;government’s implementing strict environmental regulation can improve the environmental performance of enterprises,but there is no definitive relationship between environmental regulation and economic performance,only strict and reasonable design of regulation policies can realize win-win economic and ecological benefits,the reason is that it can inspire enterprises’ preventive environmental technology innovation;the voluntary environmental behaviors of enterprises and government regulation are complementary rather than substitutive in developing countries;the driving force of enterprise environmental behavior is shifting from external deterrence pressure to internal motivation based on voluntary initiative. On this basis,corresponding policy suggestions are put forward.
