Abstract: The problem of corruption has been plaguing the river conservency in the Qing Dynasty, resulting in disordered river work, poor quality of engineering, and little success in investing huge sums of money. In order to solve the problem of corruption, the Qing Dynasty adopted measures such as enacting laws and regulations, increasing punishment for corruption, and eliminating redundant staff. However, these measures have not been implemented in practice, resulting in the failure to effectively manage corruption.
