Abstract: This paper gives the concept of the arctic rights and interests and its hierarchy,and the concept of extensive Arctic rights and interests. The propose of the concept of extensive Arctic rights and interests helps motivating the countries all over the world to develop and govern the Arctic more effectively. As the largest country and having longest ocean coastline in Arctic,Russia has a huge association with the extensive artic rights and interests, and is one of important main body of the extended arctic rights and interests. Besides, this paper analyzes the Russian arctic practice, researches the corresponding link between Russian arctic policy and the extensive arctic rights and interests,and by drawing lessons from the Russian arctic practice experience and lesson,puts forward suggestions for China to fight for the extensive arctic rights and interests.
