Abstract: American language policy based on a lot of literature and the U. S. history of fighting against the Soviet Union and Eastern Europe,The U. S. language strategy for the Soviet Union and Russia underwent several adjustments. Analysis of its "eastern Europe and the CIS research and training projects"from 1980 up to now can understand the American language strategic thinking. The rise of the U. S. as a global power is not only a product of economic and military advantage,but also the result of its learning of other countries. National language ability is an important soft power,the mix of language skill and knowledge about region is the key in training foreign language talents and regional talent.
