Abstract: From the world ’s energy system of production, safety and financial structure,Russia has obvious imbalance in the structural power. Although it has an important role in the production system and pipeline politics,Russia is the world ’s energy market price taker and so- called "oil dollar system "rules recipient. Geopolitical shocks of American "shale gas revolution " and the Ukrainian crisis further weaken Russia ’s structural power as conventional oil and gas exporters. Strengthening energy cooperation between China and Russia is for China to expand the Eurasian energy cooperation space and to raise their voice in the world’s energy system has important practical significance when Russia turns to Asian energy markets and the O&B integrates with the Eurasian Economic Union.
