Abstract: The Communist Party of China believes that secrecy,which is an objective necessity to safeguard class interests,is also a presentation and product of class struggle and secrecy is just a means,not an end. To correctly handle the relationship between secrecy and publicity,one-sided emphasis on the former or the latter regardless of occasions is strongly opposed. Meanwhile,in order to correctly handle the relationship between secrets of the party and that of the nation,the party’s secrets should be identified in accordance with the law as the nation’s secrets. All party members must strictly abide by the secrecy discipline,and leading government officials should take the lead and set a good example.
