Abstract: Based on the characteristics of overseas high-speed railway construction projects, this paper puts forward to establish 3-level evaluation system on risk indicators, for which fuzzy comprehensive evaluation and expert consultation methods are adopted for evaluating each level of indicators, determining the comprehensive risks, identifying level-2 and level-3 risk items, and taking appropriate precautionary measures. And the paper makes practical risk evaluation by taking Jakarta-Bandung high-speed railway project as an example.
