Military Issue in Iraq’s National Reconstruction

Abstract: Military building is an important part in the nation-building,and it is with relevance to state institution, capacity and legitimacy. Iraqi military rebuilding directly affects the national reconstruction,and vice versa. Ever since the fall of Saddam Hussein,the reconstruction in Iraq has been very difficult,and the military building has been stagnant. The military rebuilding in Iraq is born out of the US intervention,but also is influenced by domestic politics,with the foreign interference,sectarianization and politicization characteristics,which leads to serious problems in the military such as rampant corruption,lack of execution and low combat effectiveness,thus makes it difficult for the military to eliminate the "Islamic State "and to deal with external threats. Therefore,Iraqi military rebuilding has little success. After Haider al-Abadi came to power,he has committed to the reform of the military,but his efforts are subject to the internal and external constrains. The success of the military rebuilding of Iraq mainly depends on an effective solution to the power- sharing,trust and compromise between the political elites,the degree of institutionalization and legalization in military,and external intervention in Iraq’s affairs.
