Abstract: Under the administrative system of federal planning and states’ decentralized governance, American community colleges formed a relatively mature education quality evaluation system in accountability of education results and student learning outcomes. During the process of evaluation, federal government is responsible for making policies and laws, the states determine performance goals, community colleges participate in accountability voluntarily, enterprises and the communities provide supports and help for making standards. Evaluation activity implemented by third parties, such as industry association. China should re-definite the subjects of accountability in higher vocational education evaluation, introduce the third parties, make evaluation activities personality, and finally, shift the point of evaluation from college-work leave to student learning outcomes.
