Abstract: "Silk Road Economic Belt" connects Asia-Pacific Economic Circle in the east and ties European Economic Zone in the west, and is an important concept of China’s economic development. In the global financial crisis, with the rapid development of the Silk Road economic belt, cross-border e-commerce has become a new way of the international trade, thereby Internet cross-border payments has come into being. Through establishing relevant models, the paper analyzes external effects of building Internet cross-border payment environment of the first Internet payment company entering Silk Road Economic Belt, and then puts forward relevant policy recommendations.
