Abstract: America’s president Obama announced his proposal for “America’s College Promise” at the beginning of 2015, an initiative aimed at making community college free for all students, reviving its strong power of higher education, reshaping America’s middle class, realizing its dream of prosperity and a better life for its citizens.“America’s College Promise”considers that a college degree is the most trustworthy ticket for entering middle class and the promise can further popularize higher education; it will make higher education affordable to each family and further improve education equality; it will further improve meritocracy, which is highly recognized by society. Reconsidering the higher vocational education in China, it is necessary to prolong the time for education, to offer more financial aids to students themselves and to concern more about the improvement of social status of technological human resources.
