Abstract: There exists not only a kind of necessary tension between government strategic management and higher vocational education, but joint in theory, therefore, it is very needful to make them integrated. The mission and value of government is to offer qualified quasi public product, to position own limited responsibilities and to make strategic analysis on opportunities and chanllenges of higher vocational education development during that integration.
