Abstract: Vocational education must take the initiative to adapt to and actively deal with the new challenges and needs required by the "new normal". Thus, it is integrant to firstly transform the target from one-value target to dual-value target, secondly move upwards development focus, shifting the subject of vocational education to junior college-level and undergraduate-level, so as to cultivate more intermediate and high-level technical and skilled talents for transformation and upgrading under the "new normal" economy, thirdly adjust the specialty,speeding up the specialty updating,widening specialty range, and constructing structure flexible, fourthly extend the functions of vocational education, being life-long education for all.
