Abstract: German and American philosophy systems has created two different education theory system. German teaching theory, which is based on mysticism and classical philosophy, tends to develop teaching program for perfect in life; and American curriculum theory, which is based on positivism and pragmatic philosophy, tends to focus on curriculum standard for perfect in living. In contrast, curriculum standard is more appropriate for vocational education. American standard-based curriculum reform and China's curriculum reform in elementary education have not considered the characteristics of vocational education. So both of them can only provide limited reference to the vocational education curriculum standard in China. According to the characteristics of vocational education, vocational education curriculum standard should be composed of standards of content, process and method, performance, learning opportunity, and emotional attitude, and should be defined as the minimum standard, and other grades should be settled.
