Abstract: The Republic of China is the time when the vocational education system really stepped into the modernization period, and there is profound political, economic and idealistic background for its development. The construction process of vocational education system in the Republic of China are generally divided into three stages: The development and revolution of industrial education (from the year of 1912 to 1921), the rise of vocational education (from the year of 1922 to 1926), the development and adjustment of vocational education (from the year of 1927 to 1949). During this time, the implementation of vocational education system promoted the development of deferent kinds of schooling, vocational guidance and vocational supplementary education. At the same time, there are some problems as the system came into practice, such as the conflicts between education and local actual, the weak education attraction and the disjoint between education and social economic development. Therefore, as for China's vocational education system reform, the foundation of reform is to attach great importance to the localization problem; the core is to enhance the vocational education attraction; the key is the accurate orientation of vocational education.
