Abstract: Since 2011, China’s economy has begun to slow down, gradually stepped into the new normal, and GDP growth fell from 9.2% to 7.4% in 2014. But newly increased amount of the employed population in cities and towns has continued to increase, which reflects a divergence between the economic growth and the new jobs, and the unemployment rate has kept the rigid stability. The paper analyzes the rationality of characteristics of these stages under the new normal, and thinks that the economic scale, the industrial structure, decentralization, population structure and statistical indicators are all important reasons, which does not mean that there is periodical failure for Okun’s law. And finally, the paper puts forward suggestions on realizing the further benign interaction between the employment and the growth.
