Abstract: Public elective curriculum of secondary vocational schools is indispensable part of secondary vocational education curriculum system. Following the practice of colleges and universities allowing students to choose courses independently, the public elective curriculum construction of secondary vocational schools is beset with difficulties, resulting in the failure to achieve the teaching objectives, which has urged us to transform educational ideas, establishing new thinking to customize courses for students with curriculum power and learning responsibility conferred to students and students’ learning qualitative state optimized, and to build the elective curriculum system fit for every secondary vocational school student to make students’ personality development in a whole and harmonious way.
