Abstract: China has traditionally been an agricultural country. China's national bureau of statistics data show that pop-ulation urbanization rate of 18% in 1978. The data increased sharply after the reform and open policy, with Chinese characteristics by the end of 2013, twice has increased to 54%. According to the gross national product (GNP), China has become the world's second largest economy. But at the same time, a lot of big cities disease also gradually emerged, in-cluding environmental degradation, lack of affordable housing, and traffic jams.
Predictably, the next few years, China's core policy still will be around to economic growth, the city will also face se-vere challenges. For China, on the one hand, to maintain economic growth and ensure the quality of life of urban resi-dents,;On the other hand also begin to address the common fault of existing cities. In 2008, the term"smart city"ap-peared in the global field of vision scope. China has begun to embrace the idea, the former national large-scale level divi-sion of management to a more manageable. At the end of 2013, at least 193 sites have been designated as the smart of pilot city, in Mar. 2014, the national new urbanization planning (2014~2020) (hereinafter referred to as planning) to follow up.
