Abstract: Innovative enterprise is accompanied by the West into a post industrial society and the global economy into the era of "new economy".The development of innovative enterprise is a basic project of building an innovative Liaoning. From the national level, the pilot work of innovative enterprise entered a substantive stage, the drives and powers of science and technology on the development of regional economy have appeared. Before 2005, the development of innovative enterprises in Liaoning was in a free stage. After 2005, the development of innovative enterprises in Liaoning can be divided into three stages. Dependence degree index from the technological innovation of enterprises, the development of innovative enterprises in Liaoning is not optimistic. The whole enterprise has ranked side, technical index of enterprises are low. There are some problems in the development of Liaoning innovative enterprise, such as the quantity of innovative enterprises is too small, inadequate investment in R&D, and so on. With a certain extent, these problems are related to some aspects of government policies aiming at these problems, this paper puts forward six countermeasures and suggestions to speed up the development of innovative enterprises in Liaoning.
