Abstract: The village industry land consolidation of the Pearl River Delta is not a simple transfer of industry or the land reform issue. Neither single solution strategy nor reclaim of local or individual plots can solve problems drastically. Only the overall integration strategy which includes industry upgrading, space optimization and urbanization dose work. Under the guidance of this strategy, this paper presents four integration strategies for industry land, including the industrial community mode, the industry new town mode, the land revitalization mode and the comprehensive transformation mode, which offer four completely different solutions for the village industry land consolidation. The industrial community model is conductive to cleaning up the obstacles from the duality of land market, thus contribute to upgrading industry and balancing urban and rural development. The difficulty is how to establish a harmonious relationship among the city government, the rural dwellers and the investors. From the spatial point view, the industrial community and industrial new town are more suitable for the wider region, and the land revitalization mode and comprehensive transformation mode are more applicable to districts or blocks. The industry new town mode is adapted to construction of the industrial groups in urban fringes, contributing to elevating city quality. The land revitalization mode is designed for the reform of the old industry parks or discrete industry lands. However, much of the land for the industrial new town need be expropriated from local farmers, resulting in the changes of land property. In the revitalization mode, the secondary industry lands are usually changed into tertiary industry lands to promote the transformation of the second industry to the tertiary industry. The comprehensive transformation model emphasizes the comprehensive transformation means to improve environmental quality and level of industrial land use, thus not concerning the changes of land function.
