Abstract: With China's entry into WTO, especially in the new context of the implementation of medical and health system reform in an overall way, public hospitals' reform and development are facing new opportunities and challenges. This paper demonstrated the positive role of international exchanges on developing high level medical talents and improving medical technology and the innovation abilities of scientific research by introducing "The Project of International Talents' Cultivation" in Northern Jiangsu People's Hospital and insisting the strategy of "Sending abroad and inviting in", which promoted the rapid development of the hospital.
