Abstract: Local health departments are making efforts to promote hierarchical treatment so as to make full use of grassroots health care resources, alleviate the dilemma of narrow assess to urban medical service and reduce medical costs and operating costs. However, due to the influence from the hospitals, patients and governments, the promotion of hierarchical treatment was slow. The author believed that only grassroots health care institutions improved their motivation, ability and strength and governments implemented the attraction and appeal impetus, hierarchical treatment system and scientific medical service order could be set up and improve.
