Abstract: Tongxiang as one of county-level public hospital reform pilots in Zhejiang Province has promoted reform in more than two years. Though phased achievements have been made, the visiting rate of residents in the country was still low. How to make the outflow patients return to visit the county hospital, realize the health reform objective that serious disease can be treated in county hospital, the author believes that the increase in the county medical service quality is the key.
