Abstract: Enhancing financial investment from government at county level to grass-root public hospitals is an essential part of health system reform, which plays a significant role in improving people's health status, the quality of human capital and promoting social equity. This paper analyzed the health resources problems in governments at county level and put forward countermeasures. Ensure the leading role of government investment at county level to people's health, clarify the government's responsibility for grass-root public hospitals, increase the health investment from government at county level so as to meet people's basic healthcare demands.
