Abstract: The external environment of public hospital has undergone dramatic change after the introduction of market mechanism in medical sector. As both government and market are influencing the development of public hospital, changes also occur to stakeholders. The only way to promote the development of public hospital is the balance among the stakeholders. Based on the literature review, the theory and identification method of stakeholders and Mitchell score-based approach was introduced and the stakeholders were identified as government, hospital and patients, providing reference for the promotion of public hospital development.
