Abstract: 根据英国国会通过的《Health and Social Care Act 2012》,自2014年4月起,英国所有的NHS Trusts都必须转变为NHS Foundation Trusts,或并入其它NHS Foundation Trusts.虽然依然是英国NHS的组成部分,但NHS Foundation Trusts的性质及其对公立医院的经营管理模式已经发生了根本性交革.按照英国卫生部的解释:Foundation Trusts是由当地民众、医疗机构从业人员共同组成的公立医院社会治理机构,属于非营利、公益性的公司(Not-for-profit,Public benefit corporations),而不再是英国各级卫生行政部门直接管辖、管理的机构.按照英国的法律规定,Foundation Trusts必须建立各自的理事会,自主决定所辖公立医院的未来发展以及负责医院经营.
