Abstract: There were several issues on the fairness, competiveness and relation between performance and incentives which will hinder the salary from playing its role. Based on the analysis of these issues, we recommend that hospitals should establish the salary system on the basis of job analysis and evaluation, fair salary structure and level and complementation of reasonable and effective performance appraisal system and welfare policies in order to give full play to the salary incentives.
