Abstract: Social capital's participation in the reform of public hospitals involves multi-stakeholder's interests including reform policy, health care market, health insurance, medical personnel, the masses and investors. The key is how to implement service access permission, supervision and management the same as public hospitals and ensure equal treatments with public hospitals in terms of land, tax, fund, designated insurance hospitals, research project approval, professional title appraisal and continuing education.
