Abstract: A newly discovered manuscript of an unnamed Xiaolian sked the emperor to stop the peace treaty was serialized in Singapore’s "Xing Newspaper" published on June 13 and 14,1895.It should be Kang Youwei’s Gongche Shangshu, which has been searched for a long time by academia. In less than 5,000 words, the article only talks about three propositions of "issue imperial decree in which the emeror blamed himself for the suffering of the people, clear rewards and punishments, training soldiers and choose generals",without "moving capital" and "reform".This article is the direct evidence that Kang Youwei launched the " Gongche Shangshu movement",and can provide original basis for textual research on the origin of Gongche Shangshu Ji.
