Abstract: There’s much discussion about moving the capital to Luoyang which initiated by Zhao Kuangyin in continuation of the Extended Version of the Mirror for Aiding Government. This article based on former researches discusses reasons of moving the capital and spots that moving the capital camouflaged with suburban sacrifice was a plotted plan.The story about Zhao Guangyi who persuading his brother moving the capital is convincing. The true reason of moving the capital was coped with a tense international environment,not affected by politics struggle with his young brother.The failure of moving the capital had a profound effect to fortunes of Sung,especially to factionalism and four-capitals system.
