Abstract: In order to meet the needs of colonial rule and economic plunder, the Japanese colonial government established successively the public and official irrigation ditches system and water conservancy combination system on the basis of the in-vestigation of the traditional practice of Taiwan water conservancy and the legal system of the transplantation of Japanese water conservancy during the Japanese occupation period and gradually achieved its public irrigation ditches as well as legal coloniza-tion of water conservancy management. Despite the fact the farmland water conservancy legal system in Taiwan had realized its modernization in a short period of time and objectively achieved some progress, the progress was based on the colonial plunder of the people of Taiwan with the priority given to the Japanese colonial interests and the obvious “colonial” factors as well.
