Abstract: Turkey is the primary bearer of Syrian refugees’ spillover effect and has become the major receiver and settler for Syrian refugees. Turkey’s refugee policy is a combination of humanitarianism and political considerations,with upholding "Open Door"policy at the outset of Syrian Crisis and later switching to "Limited Access"till now. The rapid flowing- in of Syrian refugees produced so profound impacts on turkey’s existing refugee administration system that reforming the refugee law prioritized the legislative agenda. The new refugee law stipulated the legal status of Syrian asylum seekers and granted them "Temporary Protection"treatment,which can be regarded as a milestone for Turkey. The Syrian refugees have brought significant implications for Turkey both internally and diplomatically. On one hand,the Syrian refugee issue is influencing Turkey ’s internal politics,security,economy and social order; on the other hand,it has become a bargaining chip for the negotiation with EU,and expanded Turkey’s diplomatic discourse and influence.
