Abstract: The president accountability under the leadership of the Party committee is a fundamental system which is designed to strengthen the Party’s leadership of colleges and universities. Actively exploring its organizational structure, logical connotation and main content and giving full play to the role of theoretical guidance it plays in colleges and universities running a school by law and developing scientifically will produce quite significant effects on the establishment of modern collegiate management system, improvement of school-running quality and efficiency and cultivation of innovative talents. Strictly enforcing the president accountability under the leadership of the Party committee, accurately tidying up and grasping the thinking mode of scientific development of colleges and universities and summarizing their successful experience and effective practice are of much significance to constructing the modern university system with Chinese characteristics, promoting the healthy scientific development of higher education and realizing intensional development.
