Abstract: The two dynasties of Ming and Qing are important periods in the development of the feudal society in China. Ming and Qing governments have carried out effective administration in the Tibetan area. There are similarities and difference of the governance policies in these two dynasties. This paper is an attempt to compare and analyze the differences and characteristics of the policies of the Ming and Qing dynasties in three aspects: religion, politics and military affairs,and to explore the historical inevitability of these policies.
