Abstract: To win the War of Resistance against Japanese Aggression, the Communist Party of China proposed to establish the Anti-Japanese National United Front in the border regions of Shaanxi, Gansu and Ningxia, formulated the democratic election institution to ensure the equal participation of patriotic personages, and, through publicity of various means, put the grass-root democratic election into favorable practice. Responding positively to governments of Border Regions, people of all walks of life participated in democratic election, joining enthusiastically in the management of State affairs in different forms, which not only provided excellent experience for subsequent democratic election, but also set a good example for today‘s socialist deliberative democracy.
