Abstract: In the late Qing dynasty , the Qing government implemented the New Deal , and agricultural reform also developed subsequently .This paper discusses the idea of the formation of the agricultural improvement and a series of agricultural policies pro -posed by the ruling class of late Qing dynasty in this background , and also studies the New Deal period , the implementation of the reform of agricultural policy and the impact of agricultural reform of the New Deal to the modern agriculture .Reform of the New Deal in the late Qing dynasty has great limitations , accompanied with the agricultural reforms which did not touch the feudal land system , combined with haste , and lack of funds , the experiences and lessons , so it is worth summarizing and using for reference .
