Abstract: Administrative decisions embodies the will of the majority, protects and realizes the interests of most people, the legalization of administrative decision is a practical need to promote the construction of modern govern-ment, an important way to protect the rights of citizens and the inevitable requirement to achieve the great Chinese Dream. At present, there are some problems including the lack of decision-making authority legalization, the de-ficiency of legal procedure and the lack of legal responsibility in administrative decision. Accelerating the legislative process, perfecting the procedure guarantee and improving the supervision mechanism can be used to promote the construction of administrative decision legalization.
