A Study on the Mechanism of Cross-border Cooperation

Abstract: This paper selects three cases of cross-border cooperation that vary in terms of development stage, economic growth and political context, i.e. Mexican-US, EU, and SubSahara Africa. The history and the current development of these cross-border regional cooperations are analyzed, which leads to a further discussion of the cause and momentum of cooperation. The paper suggests that:(1) the driving force can be categorized into five aspects: building economic ties, providing geopolitical security, shaping the international environment, preserving natural/social system, developing cross-border resources;(2) these five mechanisms, albeit the primary impetus for cooperation, show important variances in focus of different cases;(3) difference in cooperation focus will generate different patterns of cooperation and will have an direct impact upon the effectiveness.
