Abstract: The degree of legalization of the local legislation evaluation is low.It is necessary to construct a scientific and rational evaluation system of local legislation to ensure the authority and legitimacy of the local legislation evaluation activities and to ensure the normalization of the local legislation evaluation.The theoretical and preliminary design of the basic institutional elements of the local legislation evaluation system,should include the pattern of local legislative evaluation system,the principles,the object and content of evaluation,the standards of evaluation and procedure of evaluation.
