Abstract: Using legal thinking to solve the conflicts and problems of social affairs is the inevitable requirement for the construction of a country ruled by law. Social governance legalization is the strategic response to the modernization development goals of national governance systems and governance ability. Legal governance helps establish a stable trust mechanism among the governance body which is diverse,cultivate people’s legal belief,and realize the goals of good social governance. That the implementation of social governance legalization cannot be in a hurry. The relationship should be properly coordinated between legal governance and other methods of governance,to accomplish scientific legislation,and law- abiding nation,and orderly to promote the modernization of social governance ability.
