Abstract: Think tanks are independent public policy organizations,originated from and booming in the United States.They can be roughly divided into three categories for the purpose of education policy research in the United States.The first one concentrates on education policy which belongs to a comprehensive think tank.The second engages in education policy specially,and the third is an alliance formed by universities and colleges.The Brown Center on Education Policy at Brookings founded in 1996 is a think tank,which belongs to the first category.The basic approach by which think tanks in the United States impact government,public and the media,the BrownCenter included,is to put forward the research reports,testify at congressional hearing,organize seminars and publishing all kinds of policy briefing paper,publications,comments and so on.Because think tanks don’t directly involve in making decisions of government education policy,they influence policy by interpersonal communication for direct effect.Due to a distinct characteristic of independence and professionalism for nearly 20 years,the Brown Center ranked the third in education policy areas in the world in the 2013 Global Go To Think Tank.Its influences are in the following:Firstly,it influences the federal government education decisions.Besides testifying,the Brown Center also uses its research results to influence government’s education decision.Secondly,it spreads the educational thoughts and leads the public opinion.Through the propaganda of research results,it plays the role of guiding the public opinion.Furthermore,it forms the whole competition and provides exchange channels for the talents.The platform provided by the Brown Center attracts a large number of educational elites continuously,through the cooperation between the members and the group,achieving the virtuous circle of production for the knowledge and talents.Through the talent exchange channel,named " revolving door",which implements the communication and mutual penetration between the academic and political,ideological and power,it enhances the impact on the national education policy.
