Discipline Knowledge Dissemination Efficiency of Natural Sciences Based on DEA and SFA

Abstract: It provides a useful reference to grasp knowledge transmission efficiency level of different subjects in the field of Chinese natural science and make a balance among subject resources allocation and put a helpful reference for discipline evaluation through a scientific and reasonable evaluation on the natural sciences knowledge transmission efficiency in China.China disciplines evaluation Index system includes four first-class indexes,such as teaching staff and resources,scientific and research level,personnel training quality,and academic reputation,which focuses on resource conditions construction,but ignores the evaluation from the view of efficiency.Taking efficiency as the core of the input-output analysis is the important part of discipline construction and management and it can provide theoretical basis for the fund distribution of key disciplines.Evaluation on knowledge transmission efficiency is an important part of subject knowledge output,but there are few studies to evaluate the disciplines from the perspective of efficiency.In the only a few papers,Guo Lixin(2003),Chen Kaihua(2008)introduced the DEA method to discuss the discipline evaluation,regretfully,they didn’t make an empirical analysis.Introducing the DEA method to do the empirical analysis includes Jiang Chunhua(2008)evaluated management subject’s input-output efficiency of35 universities of "985Project",Liang Chuanjie(2010)evaluated discipline construction performance of a university in Wuhan,Li Ming(2014)evaluated 23subjects’ fund efficiency for one province,Wang Hongli(2015)applied the DEA and SFA methods to analyze input-output efficiency of58 subjects in 15 universities main government-owned capital universities in Tan Jin.The calculating principle between parameter efficiency and non-parameter efficiency methods is different,and both have some shortcomings,it is worth considering further which one is suitable for measuring discipline knowledge transmission efficiency.Only using one method to calculate discipline knowledge transmission efficiency is not completely convincing.Therefore,the paper calculates 38subjects’ knowledge transmission efficiency in the field of Chinese natural science on the three International indexes systems during the period of 2001-2011 by taking the two methods of both DEA and SFA comprehensively,as well as answering the applicability of DEA and SFA methods.Research conclusions are listed as follows:(1)All disciplines’ knowledge dissemination exists inefficiently on the Three International Indexes Systems in the filed of China natural science and there is still a big room to improve.The difference of knowledge transmission efficiency is very great.Science disciplines knowledge transmission efficiency ranks first;Engineering disciplines rank second;medical disciplines rank third,and agronomy disciplines rank the last.In terms of time variation trend ofdisciplines knowledge transmission efficiency,either the calculating result by parameter efficiency method or non-parameter efficiency method shows that China natural science disciplines’ knowledge transmission efficiency has been improved all the time at the international level from the period of2001 to 2011.(2)The two methods hold a marked difference on disciplines knowledge transmission efficiency,and the result measured by DEA is universally higher than SFA method.The result of disciplines rank based on efficiency score has a striking consistency,and the correlation coefficient reaches more than 70 percent.DEA and SFA method have commonality in deciding the disciplines resources distribution in terms of the efficiency of disciplines transmission merely.The paper applies the Gini coefficient to measuring different disciplines’ international knowledge transmission efficiency gap in the field of natural science.It concludes that four class disciplines’ knowledge transmission efficiency gap among engineering,agriculture,and medical science is the main reason of the discipline difference in the whole natural science filed.(3)It shows a significant positive correlation between disciplines knowledge transmission efficiency and the number of per capita R&D funded projects.All disciplines’ knowledge transmission output efficiency at the international level of Chinese natural science field can be improve by increasing the R&D project funding ratio and expanding the R&D project coverage path.According to knowledge transmission efficiency score and per capita R&D project funding ratio,38 disciplines knowledge transmission patterns are divided into 4types:the high the R&D project funding ratio with the high knowledge transmission efficiency,the high the R&D project funding ratio with the low knowledge transmission,the low R&D project funding ration with the high knowledge transmission efficiency,and the low R&D project funding ration with the low knowledge transmission efficiency.
