Abstract: Township hospitals were the foundation and core of the three-levels of rural health service network, but recently thescale of town hospitals was gradually shrinking and many national reform was difficult to achieve initial results at the primary level.Due to the unclear service scope in town hospitals, there were risks of delay in visiting doctors in rural areas. The utilization of ruralfarmer service was high, which resulted in vicious circle of further contraction for township hospital services. In current, the townshiphospitals needed a clear scope of medical services as a guide. The scope of medical services should consider the specific service con-tent, focus on the demand or efficiency, based on the current status or requirement, whether unify the standard. It suggested that thescope determination of appropriate services in town hospitals also needed the combination with guiding principles, the actual situation,service guide and the identification of management service scope.
