Third-Party Evaluation in Higher Vocational Education:Missions,Difficulties and Strategies

Abstract: The missions of the third-party evaluation were analyzed against the particular backdrop of the internal development of higher vocational education and the reform of education quality evaluation. Two missions therefore have been found: the regulation of external quality evaluation of higher vocational education and the promotion of the internal development. Several strategies have been proposed to relieve the plight of inadequate institutional construction,absent evaluation entities and deficiency in evaluation standards: making third-party entities explicit,holding the higher vocational universities in the right position of being evaluated,establishing an evaluation mechanism after the third-party evaluation,emphasizing the evaluation of implicit and explicit factors,making the evaluation indicators accurate and professional,and importing professional evaluation talents from all fields.
