Abstract: In this paper,improving traditional three- inputs model to four- inputs model,which including human capital,we use CRS- based DEA method to calculate energy efficiency of thirty districts in China from year 2005 to 2012. Further,we use fixed- effects panel data model to empirically analyze the effects of economic growth level,industrial structure,openness level,ownership structure,energy structure and technology level.
