Abstract: According to the Institutional- Regulatory- Disturbance- Security( IRDS) model,it found that there are serious ecological security issues,such as decreases of resources and environment,destruction to vegetation in suffered varying degrees,disturbed or harm on animals in some of China’s forest scenic spots. These issues revealed the follows reasons: environment- related regulations of scenic spot lagged the needs of its environmental protection; the managers had tendency to get benefits from social certification and neglected its responsibilities and constraints; there were too many interest conflicts for main regulators when played the roles in using and protecting forest resources; the implementation of scenic environment- related regulations was lack of support in the complementary systems; the disturbance on environment from scenic managers had not been effective supervision; the relationship between development and protection was serious imbalance; the interest relationships between stakeholders were unbalanced. Accordingly,it suggested that the ecological security virtuous development model of forest scenic spot based on IRDS and lead by ecology priority should be built. Meanwhile,multiple environmental protection systems of institutional,mechanisms of accountability and harmony among interests among participating bodies should facilitate to achieve a high level of ecological security.
