Abstract: The technical secret information constitutive requirements include secrecy,value and confidentiality,except novelty. According to the situation of the technical secret information,foreign enterprises determine centralized,decentralized or eclectic management system. Management is focused on secret-related personnel management,carrier management and external exchange management. In personnel management,they pay attention to signing confidentiality agreement with all kinds of personnel,especially admonishing conversation before leaving the enterprises. Carrier management includes controls of producing,sending and receiving,transferring,using,copying,saving and destroying process of the carriers. In external exchange management,they will take different security measures in accordance with different ways of business exchange,academic exchange or communication with government agencies.
