Abstract: The fourth meeting of the Party’s 18 th Plenary Session proposed the establishment of the Franco-Prussian accountability "Who enforces law Who popularizes law",and implement the system of interpreting law by cases through judges, prosecutors, law enforcement officers, lawyers and other systems, which puts forward further requirements to promote the legal work, and strengthen the universal concept of the rule of law. Therefore,the grassroots procuratorates, as an important body of China Construction Law, should also be actively change ideas, analyze the existing problems, and make suggestions.
