Abstract: This paper proposes structural links between universities and their role in preparing teachers and the development and improvement of learning and teaching in schools. Referring to some studies such as DETAIL in the UK,the authors suggest that reconfiguring the relationships between schools and universities to focus on creating the conditions for all teachers to learn might bridge the current divide between preparing individual teachers in teacher education programmes one-by-one and helping schools as collective organisations of teachers to develop their practices. The paper suggests that the role of universities might be to stimulate critical design agency among teachers which will require a new kind of ’hybrid’ teacher educator.
