Abstract: Based on clear understanding of the current conflict between supply and demand in public service of preschool educa-tion as well as the theory of network governance,this paper explores the effective way to innovate the public service supply col-lective sharing mode of preschool education in our country.To start with,it makes a systematic analysis of the existing problems like single supply subject,lack of communication between the subjects and fragmentation of the division of responsibility.Then, drawing on the theory of network governance,we propose the following countermeasures:diversification in network supply subject with a leading one,partnership trust and cooperation,and definite division of governance responsibility.
